Precinct Captain is the bottom rung of the political ladder and yet is the most powerful because it selects who gets the nod on the lowest level of candidate selection and you can see how if you've got pro Constitution candidates on the bottom how that can echo upwards. Most precinct captain positions go unfilled and it can require as few as 10 signatures to get elected. It's been successfully used in other states so far with the most known case being Nevada by a group of 912ers.
